because air cant blow stuff that is way heavier than air. A table tennis ball is light enough but it is still can be heavier than air, and air is not so strong to a table tennis ball. The air is very light, and when you blow upbove the ball the table tennis ball the air pressure is lower than the air pressure under the glass. air pressure is gravity on the earth.

If you blow just right, you can decrease the pressure on the top of the ball, while the pressure below the ball stays the same. The greater pressure beneath the ball lifts it up out of the first cup, and the push of the air from your breath scoots it over the next cup before it falls back down
